I measured the voltage at the connector under load - 4.46 V. At the same time, the charge was 4.96V. I measured the resistance of the wire - 2.2 ohms! The original cable has a resistance of about 0.3 ohms. Bingo!

I cut the wire and shortened it to 10 cm, to carry it as an adapter in a backpack. Shortened to 10 cm, charging went well.
