Reasons for the error

Windows usually fails to complete formatting if the removable media has been improperly used or removed. The problem is relevant both for older versions of Windows 7 and XP, and for the new 10. Most often, Windows cannot format a USB flash drive or CD card for the following reasons:

  2. Unsafe removal of device. The media was disconnected from the computer (power) while data was being written.
  3. Power or electrical failures, especially when reading or writing to a flash drive.
  4. Disconnecting the drive from the system while programs are running or files are open from the flash drive.
  5. Consequences of using programs designed to work with disk partitions.

Regardless of the reason, Windows displays the message “Windows was unable to complete the format.” Sometimes the system does not even allow you to start formatting because the disk is write-protected. In this case, you need to deactivate the protection, and then start formatting the drive.

Often the system itself writes what exactly the problem is:

  1. Windows cannot format the flash drive. End all other programs. The system cannot delete files that are currently in use. You should check whether all documents and programs that use files from the flash drive are closed. You can use Safely Remove the Device to let the system close everything itself, and then try to start formatting again.
  2. The disc is write protected. You can remove protection using the Group Policy Editor, the command line and the system registry. The Group Policy Editor is not available in all versions of Windows.
  3. Check that the connection is correct. Check that the drive and disk connections are correct, make sure the disk is not read-only, and then try again. Again, you need to remove the protection, if any, and also try to connect the media to another USB port.

Formatting using programs

Problems with formatting a flash drive or other storage medium do not depend on the type of file system or the manufacturer. The chance of an error occurring is the same for flash drives and memory cards from Transcend, Kingstone, Silicon Power, SanDisk or another company.

Manufacturers of flash drives and memory cards are aware of this problem, which is why large companies have their own proprietary utilities. For example, Transcend JetFlash Online Recovery for flash drives from the manufacturer Transcend. Official programs are good because they are guaranteed to cope with the problems of formatting flash drives from specific companies. If such software is not on the official website, or it does not help, it’s okay, there are universal free solutions.

Mechanical protection on flash drives and cards

The solution to the problem is simple: you should inspect the device for a mechanical switch and put it in the desired position, if required.

Formatting in Group Policy Editor

The Local Group Policy Editor is not available in all versions of Windows - it is absent even in basic versions of Windows 10, remaining a privilege of the Pro version and corporate OS. If Group Policy Editor is present on your computer, you can use it to remove write protection on a flash drive in a few steps.

Removing the write lock from a flash drive:

  1. Click “Start” - “Run”.
  2. In the “Run” window, in the “Open:” field, enter gpedit.msc and press Ok/Enter. An editor window should open.
  3. You need to follow the following path: “Computer Configuration” - “Administrative Templates” - “System” - “Access to Removable Storage Devices”.
  4. Find the lines “Removable drives: Deny reading” and “Removable drives: Deny writing”. Remove restrictions, if any, by changing the desired property to the “Disabled” status.

After this, you should exit the editor and try writing or formatting again. If there was no ban initially or if lifting it did not help, you should try other methods described in the article. It should be remembered that there is a small chance that the flash drive can be damaged mechanically. In this case, no software solutions will help revive it. But before burying the device, you should try one more method - removing the Read-Only mode via the command line.

Removing protection via the command line

Using the command line allows you to resolve the error when the command interpreter does not work correctly as an administrator. The good thing about this method is that the command line is present in all versions of Windows, and therefore the method is universal.

Removing read-only mode from a flash drive via the command line:

  1. Run the command line as an administrator: “Start” - “Run” - “cmd.exe” or “Start” - “Accessories” - “Command Prompt”.
  2. Enter diskpart and press Enter.
  3. Enter list disk and press Enter.
  4. See what number in the list that appears is the problematic flash drive. Enter select *, where “*” is the serial number of the flash drive in the list - 1, 2, 3 and so on. For example, enter select 2, if the flash drive is number 2, press Enter.
  5. Enter command attributes disk clear readonly, press Enter.
  6. Enter exit or close the command prompt window.

These actions do not format the flash drive, but only remove write protection from it. After this, you can try to complete the formatting again.

Removing protection through the system registry

Before making changes to the registry editor, you should make sure that the file itself is not write-protected, and not the USB flash drive or card. This method should be used as a last resort, or if you have certain PC skills. Making erroneous changes to the registry can lead to the loss of functionality of the entire system.

Removing write protection through the registry:

  1. Click “Start” - “Run” or the Win+R key combination.
  2. In the window that appears, enter regedit, press Enter.
  3. The Registry Editor will open. On the left side of the window you need to follow the path: HKEY_LOCAL_MACHINE \SYSTEM \CurrentControlSet \Control.
  4. Find parameter StorageDevicePolicies, double-click on it with the left mouse button. If there is no parameter (there is no line with that name), you need to right-click and select “New” - “DWORD”. The parameter should be named StorageDevicePolicies and set to 0 (zero).
  5. In the window that opens, set the value 0 (zero).
  6. Save changes, close the registry.
  7. Remove the device and restart the computer.

After the reboot, Windows will start with the protection removed, and the formatting process can be completed successfully. If none of the above methods help, the flash drive or CD card itself may be damaged. To be sure, you should try formatting the device on another computer using the instructions provided.

Today, USB drives are becoming increasingly popular. The popularity of flash drives is due to the large amount of memory (flash drives now have more memory than CD/DVD drives), mobility, compactness and reliability. Moreover, a flash drive can be used not only as a means of storing files - it can also be used to scan your computer for viruses and reinstall the operating system. Windows OS has a built-in Disk Management system utility that can create disk volumes, change its letter, and also do many other useful things, including formatting. In order to carry out the formatting procedure through this system utility, follow the following step-by-step instructions:


On a note! In Windows 10, you can open the Disk Management menu much faster. To do this, right-click on the Start menu icon (or the keyboard shortcut "Win+X"), then select Disk Management.

Method No. 2. Formatting a flash drive using the console

If ordinary Windows users knew how to handle , it would help solve a good half of their problems related to the operating system. The functionality of the command line is very wide - it is capable of doing things that cannot be done through the standard Windows interface. And formatting a flash drive was no exception. So, to format using the console, do the following:

  1. Launch the console with administrator privileges. To do this, first open the menu "Start" left click the mouse, then select "All programs".

  2. Find the folder "Standard" and open it with a double left click.

  3. In the list of standard Windows programs, you will see the Command Prompt. Don't rush to double-click on it - just hover your mouse over it, right-click on it and click on "Run as administrator".
  4. Now you need to be careful. Enter into the console one by one the commands shown in the screenshot below. After each command entered, press the key "Enter" so that the system starts executing them. If after entering all the commands your flash drive is successfully formatted, then the job is done.

Now, to make it clearer for you, we will analyze in more detail each command that was entered:

  • "diskpart"— this command is responsible for launching the “diskpart” system utility, which is designed to work with disk and flash drives;

  • "list disk"— this command is needed to display a list of disk devices;

  • "select disk 1" is a command responsible for selecting a disk for further interaction with it. In this example, the flash drive is “Disk 1”, respectively, and we need to work with disk number one (if the flash card was designated as “Disk 2”, then the command “select disk 2” would be required, and so on). It is easier to find out the disk number through the Disk Management utility, which we discussed in the previous part of the article. The bottom line is that the console command “list disk” displays only the disk number and the storage capacity of the media, and in “Disk Management” you can find out the name of the disk and other additional information that will prevent you from confusing the flash drive with another removable media;
  • "clean"– this command initiates cleaning of the selected disk;
  • "create partition primary"– with its help you can create a new disk partition;
  • "format fs=fat32 quick"- This is the team that is directly responsible for formatting. At the very beginning, the format is indicated (in this case it is FAT32, but you can specify any other - for example, NTFS). The additional "quick" command starts quick formatting. It is not necessary to indicate it;
  • "assign letter=F"– using this command you can set the drive letter if, after formatting, the system did not do this automatically. Before entering this command, go to Explorer and check whether your flash drive is displayed correctly and whether it has a drive letter. If not, then enter this command. Otherwise, you can immediately move on to the last one;
  • "exit" is the last command that terminates the utility.

On a note! All of the above code can be shortened to the first, third, fourth, fifth, sixth and last command if you do not need to output additional information and assign a drive letter to the flash drive.

Method No. 3. Formatting a flash drive using the HDD Low Level Format Tool

If you were unable to format using standard Windows tools, then special programs will come to your aid, the functionality of which allows you to implement this feature. One such program is HDD Low Level Format Tool. To format your USB drive using this program, do the following:

  1. To get started, download it. You can easily find a link to the program by entering its name in any search engine.

  2. Run the downloaded file by double clicking and click on "Free to use".

  3. Once launched, the program will display a list of disk devices connected to your computer. Select your flash card among them with a mouse click and click "Further".

  4. Select a tab "Low-level formatting" and click on "Format device".

  5. After clicking, you will see a modal warning window that will notify you that all files from your drive will be deleted. However, this is standard procedure for any formatting, so feel free to click "Yes".

  6. Wait for the formatting process to complete. It may take a long time because you are using the free version of the program, which limits the formatting speed to 50 MB/s.

  7. After the process is completed, close the program and go to Explorer to find out information about your flash drive. If it was formatted correctly, it will show up as an unformatted drive with 0 bytes of memory.

  8. Now format the flash drive using standard Windows tools. After you have formatted the program, no errors should occur.

  1. Download the program. As in the previous case, you can easily find the download link using search engines.

  2. Since the program is designed to work with flash drives, not disks, there is no need to select a disk in this case. It will find the flash drive itself and display a window for formatting. When she does this, click on "Format". If the flash card is not supported by the program, a window will appear "Device not found". In this case, this method is not suitable for you.

  3. Click "Yes" to confirm the process.

  4. Wait while the program performs formatting.

  5. During this process, you may need to remove your flash drive, then plug it back in and press "OK". Do this if you see the same window as in the screenshot.

  6. Once the process is completed, the program will notify you about it.

Method No. 5. HP USB Disk Storage Format Tool

Another useful program that will help you solve the problem in question is the HP USB Disk Storage Format Tool. To do this, follow these steps:

  1. As usual, find the program in a search engine and download it.

  4. After this, a window will appear informing you that all data from your storage device will be deleted. Click "Yes" to move on.

  5. Next, the program initiates the automatic formatting process. All that is required of you at this stage is to wait and not close the program.

  6. After the process is completed, the program will notify you about this by displaying a special window. This window will also contain information about what file system format is installed on your removable media, how much free space it has, and so on.

Automatic search for the desired program

If you were unable to resolve the error using system methods and the above utilities did not help you, then try using the Flash Drive Information Extractor program. This program allows you to find out the VID and PID of your flash drive, which will be useful for further actions. VID is the unique identifier of the manufacturer, and PID is the device. To find out these parameters, do everything as in the instructions below:

The choice of file system type also matters. Remember that 32 GB memory cards use FAT32. For more venerable colleagues - exFAT. Additional programs will always clean the drive completely; in this case, creating a backup copy of the data is mandatory.

I will give the most common of them:

  • AutoFormat Tool. Quite easy to use. Working with it doesn't take much time. I recommend running as administrator.
  • HDD Low Level Format Tool. A thorough program that does low-level formatting. Remember, you will not be able to restore files after using it.
  • The utility requires installation on your computer. Intuitive and easy to use.

Fixing problems with micro sd

Sometimes it happens that files from the card on the phone are not deleted. You erase them, but nothing happens, they come back again, annoying you more and more. Then you need to try all the steps together:

  1. Reboot phone
  2. Remove and reinsert the card
  3. Download the utility to your phone
  4. Do formatting
  5. If all else fails, accept the inevitable - the memory card is “dead”

Write protection

It displays a colorful menu with an algorithm for further actions on the screen and replaces the icon on the desktop. Virus developers really liked these properties and they make full use of the file for their own purposes. Regular hidden text contains code to launch a program, which is how viruses get into the computer.

At the same time, viruses that have infected removable media try in every possible way to protect themselves. Including not allowing you to format the micro SD card. It is very easy to remove such a virus.

Let's try together if none of the above methods helped to get to the micro-drive:

  1. Open the command line (you already know how to do this)
  2. Finding our flash drive
  3. Change the parameters of the file attrib -a -s -h -r autorun.inf

TestDisk

Now let's look at a situation where the first method did not work, and the system again asks you to format the flash drive. What to do in such a situation? One of the most effective methods, many experts call the use of the TestDisk program, which operates in DOS mode.

With this utility everything is quite simple. We launch the program, select our device with arrows, indicate the parameter value for the partition table (usually Intel), select the partition to be restored in the form of the entire media (Whole disk), for the file system select the Other parameter, which corresponds to FAT32, and at the end we write the full path to the created directory in which the recovered files are supposed to be saved.

Handy Recovery

Now a few words about one more program. Again, it is assumed that the system is asking you to format the flash drive. What to do if the previous methods did not work? We can recommend using the Handy Recovery program.

After starting the utility, in the main window, select a removable disk, click the start analysis button, in the results select the folder or file that needs to be restored (they will be marked with the appropriate markers), and click the restore button.
