About places of international postal exchange that are objects of postal services on the territory of the Russian Federation

In accordance with Part 2 of Article 317 of the Federal Law of November 27, 2010 No. 311-FZ “On Customs Regulation in the Russian Federation” (Collected Legislation of the Russian Federation, 2010, No. 48, Art. 6252; 2011, No. 27, Art. 3873 , No. 29, Art. 4291) we order:

1. Determine the places of international postal exchange that are postal facilities on the territory of the Russian Federation in accordance with the appendix.

2. Recognize as invalid the Order of the Federal Customs Service of Russia and the Ministry of Telecom and Mass Communications of Russia dated August 17, 2010 No. 1532/108 “On determining the list of places of international postal exchange on the territory of the Russian Federation” (registered by the Ministry of Justice of Russia on September 21, 2010, reg. No. 18502).

3. Control over the implementation of this Order shall be assigned to the Deputy Head of the Federal Customs Service of Russia S.O. Shokhin and Deputy Minister of Communications and Mass Communications of the Russian Federation N.S. Mardera.

This Order comes into force 30 days after the day of its official publication.

Customs operations in relation to goods sent in international mail are carried out by the customs authority at places (institutions) of international postal exchange or in other places determined by the legislation of the member states of the Customs Union.

Order of the Federal State Service of Russia No. 1788 and the Ministry of Telecom and Mass Communications of Russia dated September 23, 2013 No. 258 “On places of international postal exchange that are postal facilities on the territory of the Russian Federation” includes a list of places of international postal exchange (IMPO).

A place of international postal exchange is a postal facility that processes international postal items arriving from abroad and accepted in the Russian Federation, as well as sending them to their destination. There are 21 international postal exchange offices in the Russian Federation, which are postal facilities.

Direct exchange of international items by the postal services of the Russian Federation with the postal services of foreign countries is carried out under customs control at international postal exchange points.

Features of customs operations in relation to goods sent by international mail

The forwarding of international mail must be accompanied by documents provided for by the acts of the Universal Postal Union. International postal items cannot be issued by postal operators to their recipients or sent outside the customs territory of the Customs Union without permission from the customs authority.

Non-tariff regulation measures do not apply to goods for personal use sent by international mail to individuals.

International postal items are subject to customs inspection at the places of international postal exchange in the absence of their owners. Parcels following between addressees within the countries of the Customs Union (Russia, Belarus, Kazakhstan) are intra-Union postal items (not IGOs) and are not subject to customs control.

Aerograms, secograms, as well as postcards and letters are not presented to the customs authorities, except when there are grounds that they contain goods prohibited or restricted for import (export).

Employees of the customs post, together with the operational units of the customs, carry out customs control of incoming correspondence (letters, parcels, parcels) in order to identify and suppress the illegal movement (smuggling) of narcotic drugs, firearms, audio, video products that promote the ideas of political, religious, ethnic extremism and terrorism. Control is carried out by means of X-ray equipment, visual control and with the help of a dog handler with a dog trained to detect drugs.

Communications enterprises present postal items for customs inspection in premises specially allocated by them and properly equipped, taking into account the volume of work.

The delivery of mail (containers, bags and individual poisonings) by employees of communications enterprises to representatives of transport organizations or foreign postal services, as well as the acceptance of mail by employees of communications enterprises from representatives of transport organizations or foreign postal services at points of international postal exchange is carried out in the presence of employees of the customs authority.

At MMPO, shipments undergo a full cycle of processing, customs control and clearance functions. Postal containers arrive under the customs transit procedure. They are then sorted by type and transferred to various areas.

International postal items that arrived at the place of international postal exchange in a damaged form, with a discrepancy in weight, with a damaged attachment or without the necessary accompanying documents, are presented to the customs authorities with the application of an act drawn up by the postal operator.

Opening and packaging of postal items is carried out by employees of communications enterprises in the presence of an official of the customs authority.

The counting, measurement and weighing of the sent items is carried out by the customs person together with the employees of the communications enterprises.

In accordance with paragraph 4 of Art. 150 of the Customs Code of the Customs Union, when moving international postal items and express cargo across the customs border of the Customs Union, customs operations preceding the filing of a customs declaration are carried out as a matter of priority. Also, according to Art. 178 of the Customs Code of the Customs Union, international postal items are placed under the customs procedure as a matter of priority.

There are the following standards for sending goods to MNA:

Within a calendar month, goods with a customs value not exceeding the equivalent of 1,000 euros and a total weight not exceeding 31 kg can be sent to the IGO to the address of one recipient who is an individual located in the customs territory of the Customs Union, with the exception of goods:

  • in respect of which a customs declaration must be submitted;
  • sent to the Customs Union to individuals not for their personal use, if these goods are subject to economic restrictions or restrictions in accordance with paragraph 1 of Art. 183 TK TS.

The following are prohibited for shipment to MPO:

  • alcoholic products, ethyl alcohol, beer;
  • any types of tobacco products and smoking mixtures;
  • any types of weapons (their parts), cartridges for them (their parts), products structurally similar to civilian and service weapons, flails, brass knuckles, surikens, boomerangs, edged bladed weapons and other types of weapons;
  • radioactive materials;
  • cultural values;
  • goods subject to rapid deterioration;
  • live animals, with the exception of bees, leeches, silkworms;
  • plants in any form and condition, plant seeds;
  • precious stones in any form and condition, natural diamonds, with the exception of jewelry;
  • narcotic drugs, psychotropic substances and their precursors, including in the form of medicines;
  • ozone depleting substances;
  • special technical means designed to secretly obtain information;
  • human organs and (or) tissues, blood and its components;
  • wild medicinal raw materials;
  • other goods prohibited for shipment in accordance with the acts of the Universal Postal Union.

Restricted for sending to MPO are:

  • encryption (cryptographic) means;
  • radio-electronic equipment and (or) high-frequency devices for civilian use, including those built-in or included in other goods restricted for movement;
  • collections and collectibles in mineralogy and paleontology;
  • species of wild fauna and flora covered by the Convention on International Trade in Endangered Species of Wild Fauna and Flora;
  • documents from national archival funds, original archival documents.

After sending a package, it sometimes seems like an eternity passes before it reaches the recipient. What is MMPO? This is one of the many statuses for a package being in transit. When tracking a parcel, which, fortunately, is now possible, sometimes incomprehensible statuses will be displayed on different sites and applications. This is what they mean and you need to find out.

Mail statuses

When sending a parcel to Russia from abroad or from Russia abroad, it moves to many points. One of the initial points of movement of a sent parcel from Russia is MMPO in Moscow. The movement of the parcel ends with arrival at the place of delivery and delivery to the addressee. Different statuses have their own decoding, but let’s stick to MMPO.

What is MMPO?

This abbreviation stands for “place of international postal exchange.” What is MMPO? This is the place where the package is prepared for shipment from the country from which it is sent. At MMPO, the parcel goes through “its” customs. It is at the MMPO that the so-called dispatch is created, which will allow the recipient to receive the parcel in his country. A dispatch is several parcels grouped together. It is created for convenience.

MMPO in Moscow

There are several MMPOs in Moscow:

  1. Moscow MMPO. This is a place of international postal exchange, located at the address: Varshavskoe highway, building 37. The index of this MMPO is 104000.
  2. Moscow - Domodedovo AOPP. This is an MMPO located at Domodedovo Airport in the Moscow region (Domodedovo district). The index of this MMPO is 142015.
  3. MMPO Moscow - Vnukovo AOPP. This is also a place of international postal exchange, located in Moscow at the following address: st. 2nd Reisovaya, building 2a. MMPO Vnukovo index - 102300.
  4. Moscow - Sheremetyevo AOPP. MMPO Sheremetyevo has the address: Moscow, Sheremetyevo-1. The index of this place is 141400.
  5. Sheremetyevo - Airport EMS SC. The location of this point is Moscow, Sheremetyevo-1. The index is also 141400. Unlike Moscow - Sheremetyevo JSC, this is a sorting center.

How to track a parcel in Russia?

It is easy to track your parcel within Russia. To do this, you need to know the tracking number of the parcel. It is issued at the post office. With a track number, you can go online and find sites that track mail.

Thus, the parcel can be tracked even without registration. Registration does provide some advantages. For example, you will be able to receive SMS notifications or download a program to your smartphone, which will allow you not to think about how the package is moving and not to look at its route on the Internet every day. For example, after sending a parcel from Moscow to another country, the parcel may end up in Vnukovo.
